This position will be working as a part of an extremely dynamic team of professionals supporting all aspects of the School of Medicine and the creation of the infrastructure, process, and procedures for the Kaiser Permanente School of Medicine. The team works from an interdependent model of practice and we are looking for someone who thrives in a highly challenging role within a high functioning team-based environment. In collaboration with regional and national Human Resources partners, the Director develops and implements HR programs and initiatives (e.g., salary review, workforce planning, and organizational change). Partners with senior management in the development of solutions through cultural and process perspective organizational development. Often viewed as a strategic business partner, change agent, and member of the line management staff. May report to business unit line management directly with dotted-line relationship to human resources or report directly to human resources with dotted-line relationship to management. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
Major Responsibilities/Essential Functions (The primary job duties this position is responsible for achieving are listed in order of importance.)
  • Resource Management: Manages extremely complex organization that may include multiple lines of business. Manages the efforts of direct reports, and collaborates with, provides guidance to and influences employees, clients and matrix partners. Responsible for selecting, developing, and deploying staff in the most effective manner to meet assigned objectives. Responsible for performance management, compensation decisions, and providing on-going, regular performance feedback. Utilizes compensation principles to ensure that staff is appropriately selected, developed, utilized, evaluated and rewarded. Responsible for assessing, developing, implementing education and training needs for staff.
  • Change Management & Innovation: Proactively engages regional and national HR staff, leaders and matrix partners to actualize change initiatives. Develops and/or encourages new ideas/approaches. Establishes procedures and practices which promote the use of available enabling technologies (software, paperless processing, computerized record keeping, etc.). Uses efficient and cost-effective approaches to integrate technology into the workplace and improve program effectiveness. Develops strategies using new technology to enhance decision making. Understands the impact of technological changes on the organization.
  • Accountability: Ensures that effective controls are developed and maintained to ensure the integrity of the organization. Ensures that performance appraisals are aligned with mission, goals and outcomes and are completed within established timeframes. Monitors and evaluates plans; focuses on results and measuring attainment of outcomes. Interpretation and implementation of policies, statutory regulations and laws, and programs by advising and guiding management. Ensures compliance with administrative, legal and regulatory requirements of local, state and regulatory federal agencies May be engaged in employee relations issue resolutions and practices to ensure a healthy work environment and an inclusive culture. Provides updates on compliance issues to Regional and National HR partners, and suggests actions for remediation.
  • Strategic Thinking: Formulates effective strategies consistent with the business and competitive strategy of the organization and/or functional area. Examines policy issues and strategic planning with a long-term as well as short term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities and vets them within the regional and national HR teams and with the client as appropriate.

    Basic Qualifications:
  • Minimum five (5) years of management experience.
  • Minimum twelve (12) years of human resources experience, and/or equivalency.
  • Bachelor's degree in human resources or related field, OR four (4) years of experience in a directly related field.
  • High School Diploma or General Education Development (GED) required.

  • Thorough knowledge of human resources policies, practices and systems.
  • Regularly contributes to the development of new human resources/ employee relations concepts, techniques, and standards.
  • Considered expert in field within KP.
  • Frequently contributes to the development of new department human resources/ employee relations methods.
  • Employs expertise as a generalist or specialist.
  • Provides managerial responsibility through multiple levels of management.
  • Direction or control over the activities of a broad functional area, through several managers.
  • Typically manages employees across multiple areas (both direct and indirect).
  • Determines and establishes organizational structures and supervisory relationships, subject to executive management approval.
  • Has budget accountability.
  • Must be able to work in a Labor/Management Partnership environment.

    Preferred Qualifications:
  • Eight (8) years of management experience in a human resource department, in addition to the required twelve (12) years of actual human resources experience preferred.
  • Graduate coursework may be preferred.
  • SPHR certification preferred.
  • HR leadership experience in higher education.
