Description
Serve as a business partner with operations management to enhance the Western Division’s capability to achieve its goals and objectives. Manage the Human Resources activities for an assigned area. This position has responsibility in the areas of recruiting, on-boarding, training, compensation, employee relations, human resources administration, organizational development, succession planning, community and labor relations, and employee communications. Provides support for the effective execution of business initiatives, corporate and divisional policies, human resources processes and projects, and employment laws.

Essential Functions

➫ Works with managers and supervisors to identify obstacles and issues to improve organization effectiveness, and develops strategies to remove those obstacles and concerns. Works with managers on ways to improve their managerial effectiveness through a variety of techniques and strategies.
➫ Acts as a change agent, facilitating changes as required by new initiatives.
➫ Identifies training needs and develops and implements training programs through internal and external resources to address those needs.
➫ Assumes employee relations responsibilities to assist employees and managers on problem solving.
➫ Identifies areas and concerns over management and technical staffing requirements to meet business plans and strengthen management and human resources in the Division.
➫ Assists with new acquisitions and growth initiatives as they relate to human resources and organization issues.
➫ Identifies issues and concerns to address employee satisfactions and develops strategies and interventions to increase employee satisfaction throughout the Division.
➫ Develops strategies to measure employee and team performance and effectiveness in meeting or exceeding their goals and objectives.
➫ Reviews and recommends strategies and new concepts to reward and recognize performance of teams and people within the Division.
➫ Works with teams and cross functional work-groups on strategies to improve their performance and effectiveness in solving organizational problems.
➫ Assists managers in developing succession planning strategies and improving the talent pool throughout the Division. Identifies back-up candidates to key positions in the Division and serves as Corporate contact on internal candidates in the Division.
➫ Advises managers and supervisors on strategies and solutions to a wide variety of organizational problems and concerns.
➫ Works on strategies (which may involve employee conflicts or department conflicts) and programs to improve Division communications and employee understanding, and secure employee commitment and support for Company and Division goals and objectives.
➫ Advises managers on strategies and techniques to develop people (technical and management skills) in the organization to meet business plans.
➫ Develops and implements programs and interventions that will change the culture and climate in the organization to maintain competitive advantage.
➫ Identifies new technologies and "best practices" to enable the Division to reduce costs and improve productivity through better utilization of human assets and resources.
➫ Assists manager and functions in business planning with a focus in management and organization needs.
➫ Participates in various Company-wide training and management development task teams or assignments as needed.
➫ Represents the Division on assigned Company-wide project teams.
➫ Assumes project leadership on a variety of Human Resources programs focusing on organization effectiveness.
➫ Works with managers and supervisors on annual salaried planning program to ensure employees are rewarded for performance and contributions.
➫ Coordinate with the Legal Department on labor and employee relation issues to ensure legal compliance in any, and all, situations. Fully understands all aspects of the operations within their assigned area of responsibility.
➫ Effectively utilizes prevailing technologies (e.g. Kronos, CAB, PeopleFluent, PeopleSoft, Taleo, etc.) to execute assigned responsibilities more effectively.
➫ Supports recruitment and selection processes to ensure competent and capable new hires.
➫ Supports the effective implementation and monitoring of the Division’s EEO plans and policies.
➫ Assists in the preparation of the Division’s communications initiatives (e.g. quarterly communication presentations and newsletters).

Other Requirements
➫ Estimated travel requirement is 40%

Education, Experience, Skills Required:
Education:
➫ Bachelor’s degree in Human Resources, Industrial Relations, Business Administration or related field or equivalent work experience is required.

Experience:
➫ Minimum of 5 years of progressively responsible professional and supervisory Human Resources or organization development experience with emphasis in broad generalist human resources management responsibilities and functions. At least two years experience in labor contract negotiations and contract administration/grievance handling is required. Experience in an industrial environment is preferred. Working knowledge of aggregate business is an advantage.
