Job Description:/h3:
The HR Field Manager is responsible for performing HR:related duties on a professional level and collaborates with the HR Director in supporting Training and Research Foundations Head Start program. This position carries out responsibilities in the following functional areas: employee relations, training, performance management, onboarding, policy implementation,
recruitment/employment, and employment law compliance.Provide assistance to staff at agency sites; 60 travel throughout Los Angeles.
ESSENTIAL DUTIES:
:Provide assistance to staff at agency sites; 60 travel throughout Los Angeles.
:Provide Human Resources advice, support, consultation and guidance, including application of HR policies and processes, to supervisors and employees at TRF sites.
:Assist in the maintenance of record keeping and reporting systems, schedules, timelines policies and procedures for human resources.
:Maintain ongoing compliance with federal, state, and local employment laws and regulations.
:Navigate and assist in the resolution of employee issues; lead employee relations initiatives and investigations to ensure a positive and fair work environment.
:Facilitate New Hire Orientation and activities as part of onboarding process.
:Conduct exit interviews and related activities as part of the off:boarding process.
:Ensures timely response to inquiries and requests from employees.
:Assists with the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
:Assists with employee communication and feedback through such avenues as agency meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, and one:on:one meetings
:Determine eligibility for leave such as FMLA, disability, workers compensation and personal leave following applicable laws and agency policies.
:Create, maintain and track personnel related data and reports for use in agency planning as well as informing the management team, Executive Director, Board of Directors and Policy Council. Assists with the establishment of an in:house employee training system that addresses the agencys training needs including training needs assessment, management development, cross:training, and the measurement of training impact.
QUALIFICATIONS/REQUIREMENTS:
:Bachelor degree in human resources, business or related field with three (3) years of experience in a centralized human resources environment, or equivalent combination of education and experience is required.
:In depth knowledge of local, state and federal employment laws and regulations is required, experience in the development and implementation of new systems preferred.
:SHRM Certified Preferred.
:Must successfully pass a physical examination and have a current T.B. clearance.
:Must complete a criminal background clearance through Community Care Licensing (DOJ/FBI/CAI).
:Must possess a CA drivers license, access to an automobile, and evidence of automobile insurance.
:Must possess a reliable vehicle.
